Debra Smiley serves as the internal communications team lead at BPA, where she oversees the agency's employee engagement and communications initiatives. Prior to joining BPA five years ago, Debra spent 15 years in a variety of public affairs and communications roles in the financial services industry, primarily in the Seattle area. Her duties there ranged from technical writer to vice president of marketing and communications.

Vice President-Print Communications

Steve Bieler started out in life in journalism school, abandoned
journalism, and years later became - a journalist. In 1995 he abandoned
journalism again and went off to explore the worlds of software and
marketing communications, eventually landing at a dot com, where he was
going to become a millionaire. That didn't happen. After several years
of working for and freelancing for marketing/ad agencies, Steve and his
wife moved to Portland, where he now works as a marketing copywriter at
Standard Insurance.

Vice President-Finance

Crystal Bolyard is a project manager with Riley Research Associates. Her expertise includes both primary and secondary research. Her specialties include intercept studies, environmental scans, and focus group coordination. Responsibilities include project management, event moderation, data processing, analysis, and communications. Crystal has a Bachelor of Arts with and emphasis in Psychology and American Studies, from The Evergreen State College.

Vice President-Membership

Linda Wilson-Bauer is community relations specialist for IBM in Oregon, Linda helps provide leadership and project management for statewide volunteerism, non-profit and community partnerships, technology donations, and employee charitable contribution campaigns. She works closely with teachers, students and health and human service organizations. Linda also works within internal communications at IBM, and leads a team effort to provide remote staff with professional development opportunities, networking, events, and a WIKI page to share contacts and best practices. Linda has a professional certification in festival and event management from the University of Oregon, and is working on her B.A. in organizational communication through Marylhurst University.

Vice President-Professional Development

Sandra D. Fransen

Sandra leads Nike's intranet team. She recently moved from Intel's employee communications group where she was a senior media producer. She has eight years of experience in television and radio journalism, TV production and communications. She worked as a TV reporter in Ottawa, Canada for private network CTV; and as a TV producer and radio and TV reporter for Canada's public broadcaster, the Canadian Broadcasting Corporation. Sandra covered stories from the treatment of Slovak Roma as Slovakia joined the European Union in 2004 to creative television spots about paintball for an award winning teen show. She has a B.Sc. in kinesiology (pre-med) and psychology and a master's in journalism.

Vice President-Promotion and Community Relations

Pat Snyder is the newsletter editor and trade show coordinator at Boyd Coffee Company in Portland. She worked in corporate communications in banking for five years, was the public information officer for the Clackamas Education Service District for nine years, and was a secondary school teacher. She has a master’s in English and education from Portland State University and an English degree from Boise State.

Pat’s passions include photography, music, and the outdoors. She's done photography and PR for the Northwest rock music scene, written for a local music publication, and briefly ran an entertainment magazine. As a lover of Yellowstone National Park she is a member of the Geyser Observation and Study Association.

Past President / Director at Large

Tracey Boyd Barnett has 14 years of communications experience working for high tech, environmental engineering and health care companies around the country. She has spent time in a variety of roles doing everything from employee communications to integrated marketing communications.

Tracey is Manager of Communications & Production at Legacy Health System doing strategic marketing for selected program areas and hospitals. Prior to this, she spent more than four years on the public relations team serving as a public information officer. Legacy Health System is a nonprofit health care system with about 8,000 employees serving the Portland metro area and southwestern Washington.

She has a bachelor’s degree in Journalism from the University of Kentucky and a certificate in Integrated Marketing Communications from the University of Washington. She is a volunteer reader for Oregon’s literacy program, SMART (Start Making a Reader Today). In her free time, Tracey enjoys reading, arts and crafts, and traveling.
